Purpose of consultancy: 

The Department of Census and Statistics (DCS) is the central government agency responsible for collecting, compiling, analysing, and disseminating accurate, reliable, and timely official statistics for planning and monitoring the progress of development programmes and the socio-economic status of the country. Legally mandated by the Census Ordinance No.9 of 1900, the DCS is responsible for conducting the Census of Population and Housing and is currently preparing to conduct the 15th decennial Population and Housing Census for Sri Lanka in 2024.

 

To improve the dissemination of census data, the UNFPA is supporting DCS to develop a dashboard to publish current and historical national census data. UNFPA’s data visualization consultant has designed the dashboard and is hiring a Web Developer/ Programmer to support DCS to finalise an online census dashboard.

 

Scope of work:

 

The consultant will work alongside the Data Visualisation Consultant appointed by UNFPA, as well as DCS’s census division and ICT division to complete the National Census dashboard in alignment with pre-existing blueprints and designs. The consultant will:

  • Carry out the development of the national census dashboard to completion using historical data and/or dummy data provided by DCS.
  • Adopt the datasets provided by DCS and ensure accuracy and consistency of visualisation to a high degree of clarity.
  • Incorporate any comments or revisions to functionality as and when required by the Data Visualisation consultant or the DCS census division.
  • Create well commented, reusable code that can be easily maintained and updated in future.
