Purpose of consultancy:

The Department of Census and Statistics (DCS), legally mandated by the Census Ordinance No.9 of 1900, will conduct the 15th decennial Population and Housing Census for Sri Lanka in 2024. At present, the DCS has developed the census questionnaire and is preparing for the field work for listing from October - December 2023. Census enumeration is planned for July – October 2024. DCS intends to conduct Post-Enumeration Survey (PES) after the completion of the census enumeration. The PES will be conducted to assess the quality of the 2024 Population and Housing Census as it relates to coverage and content errors.

 

UNFPA has been providing technical and financial support to the DCS for the Population and Housing Census. As part of this support, the DCS has requested the UNFPA to provide technical support for designing and conducting the PES. As such, the UNFPA office in Sri Lanka is recruiting an International Consultant to support the Department of Census and Statistics to plan and implement a Post-Enumeration Survey (PES) for the 2024 Population and Housing Census of Sri Lanka.

 

Scope of work:

 

The consultant will be responsible for providing technical support to the DCS for the PES covering planning, training of staff, data collection, data processing, data analysis and reporting.  

 

The consultant will work with the DCS team and

  • Develop a plan for PES describing the process, methodology and timeline of activities including budget.
  • Develop quality assurance plan for implementation during the entire PES programme, including steps to ensure independence of the PES from the main census.
  • Develop and finalize the sample design, matching rules, tabulation, and analytical plans.
  • Develop and finalize the questionnaire including pre-test.
  • Develop and finalize manuals and other training materials.
  • Provide guidance support for data processing, data analysis and assist in estimating coverage and content errors.  
  • Provide support for preparing and finalising the analytical report on the results of the PES and presenting the results to stakeholders.

Provide necessary technical support, overall supervision, mentoring/on-the-job training to ensure the quality and timely implementation of the PES, ensuring knowledge transfer after the end of the assignment.
