The UNFPA 2023-2027 country programme will contribute to the equitable enjoyment of sexual and reproductive health and reproductive rights of all Sri Lankans particularly among girls, women and young people. The Fund works towards the achievement of the Sustainable Development Goals (SDGs) and the International Conference on Population and Development (ICPD) agenda through three transformative goals to 1, End unmet need for family planning 2. End preventable maternal deaths and 2, End sexual and gender-based violence and harmful practices. Within the classification of a middle income country UNFPA Country Office (CO) in Sri Lanka is engaged in policy advocacy and dialogue to further strengthen the rights of women and girls in the development and humanitarian settings.

Purpose of consultancy:

Sexual and Gender-based Violence (SGBV) is widely recognized as a major public health priority and grave violation of Human Rights, with serious consequences for the health and well-being of survivors their children and families. Victims and survivors of SGBV need a multidisciplinary support to ensure their needs are met, including Case Management support.

The aim of this consultancy is to conduct a comprehensive review of existing Case Management tools employed by protection workers in Sri Lanka, with a view to developing a standardized curriculum that can be nationally applied. The consultant will assess the effectiveness, appropriateness, and relevance of current tools and practices, identify gaps and best practices. and formulate a curriculum that integrates these findings to enhance the quality and consistency of case management for SGBV survivors.

Scope of work:

  • Review of existing Case Management tools and protocols utilized by protection workers and relevant stakeholders involved in addressing SGBV in Sri Lanka. Assess the strengths, weaknesses, and gaps in the current tools and practices, considering factors such as cultural sensitivity, gender responsiveness, accessibility, and comprehensiveness.
  • Identify best practices and innovative approaches in SGBV case management from national and international contexts that could be adapted or integrated into the Sri Lankan context
  • Consult with key stakeholders, including government agencies, nongovernmental organizations, civil society organizations, and SGBV survivors, to gather diverse perspectives and insights.
  • Provide recommendations on the standardization of case management tools
