Key Components of the project are (a) Public Sector Dialogue and Dispute Resolution (b) Private Sector Dialogue and Dispute Resolution and (c) Engagement of Women, Youth, and Informal Economy Workers, While contributing to component (a) and (b) led by ILO, UNFPA will lead on component (c) with UNESCO.

The purpose of this TOR is to hire an individual consultant to manage and coordinate the project during the Initial implementation stage. 

  • Work planning, scheduling, and delivery of all project activities during the initial implementation stage respecting deadlines with the implementing partners, government institutions, and other relevant stakeholders.
  • Coordinate the activities of UNFPA Sri Lanka related to the project to advance advocacy priorities of women and young people (e.g. promote social cohesion, SRHR, gender, and cultural sensitivity) working closely with the Gender and SRHR programmes,
  • Collaborate with implementing partners (IPs) to ensure that the activities are delivered effectively and are implemented in line with UNFPAs mandate specifically towards women and young people at the community level.
  • Coordinate with the lead UN implementing agency and partner agencies including the SDG secretariat on implementation and progress review.
  • Provide technical support to IPS for the design and development of training programmes, materials, and manuals, policy briefs based on community findings while ensuring the products meet required quality standards.
  • Work with the divisional and district-level authorities and the National Labour Advisory Council (NLAC) to coordinate and strengthen the project activities.
  • Review evidence and data gathered from the project with a lens of Women, peace and security, SRHR, and gender with recommendations, outcomes, and lessons learned. Ensure the visibility of project initiatives, achievements and benefits in consultation with the Communication team
  • Design and coordinate adolescent and youth engagement activities around youth social cohesion and adolescent health.
  • Prepare the monitoring reports for the initial project period.
  • Carry out any other duties as may be required by UNFPA leadership.

6 months full-time from 10 September 2024 to 10 March 2025

The consultant is required to be on-site a minimum of 18 days per month. Monthly Accomplishment Report to be submitted end of each month detailing:

  1. Monthly Targets/Deliverables;
  2. Deliverables/outputs Achieved; and

Additional Inputs if necessary regarding project implementation

Academic Qualifications:

  • Master's degree in social science, peace, and conflict studies, social work, gender, development studies, or a related development field
  • A bachelor's degree in social science, peace, and conflict studies, social work, gender, development studies, or a related development field is also considered with relevant experience Experiences:
  • A minimum experience of two years with a Master's degree or a minimum experience of five years with a bachelor's degree in peacebuilding social cohesion, youth development, or relevant experience in international development and humanitarian assistance is required.
  • Substantive experience in project designing in the field of Gender, SRHR and community engagement is required.
  • Work experience in program work with a focus on women peace and security (WPS) is an advantage.

Language :

Fluent in written and spoken English and Sinhala or Tamil (The ability to work in all three languages is an added value)
