Sexual harassment in public transport is a pervasive issue in Sri Lanka, affecting the safety, comfort, and mobility of women and girls. This campaign aims to address and mitigate sexual harassment in public transport through public awareness, policy advocacy, and community engagement. The campaign will be tailored to the specific cultural, social, and legal context to ensure its relevance and effectiveness. 

Key objectives: 

  • Raise Public Awareness - Increase awareness about the prevalence and impact of harassment in public transport
  • Educate on Bystander Intervention - Inform the public about the importance of bystander intervention and available reporting mechanisms. 
  • Advocate for Stronger Policies - Promote the development and enforcement of policies to prevent address sexual harassment in public transport.

Expected outcomes:

  • Increased Public Awareness - Enhanced understanding of sexual harassment in public transport among the general public, leading greater vigilance and willingness to intervene. 
  • Improved Reporting and Response - More effective reporting mechanisms and responses to incidents of sexual harassment, with increased trust in and use of these systems. 

UNFPA Sri Lanka is inviting Expressions of Interest (EOIs) from eligible service providers in respect to the provision of a full range of services related to public campaign development & execution of sexual harassment in public transport. The campaign will be executed through a streamlined approach combining public service announcements, community engagement, and stakeholder collaboration.

The campaign will be implemented through TV, radio, and social media for wide-reaching impact, display campaign messages in buses, trains, and stations, organize events that focus on positive masculinity and safe public spaces, involve local communities in campaign activities, creating a groundswell of support and shared responsibility. 

This REOI is addressed to service providers with experience in developing and executing public campaigns. UNFPA Sri Lanka is particularly interested in identifying competitive service providers that can offer the service required. 

Interested service providers are encouraged to submit comprehensive portfolio of company and previous experience of can be considered for subject matter, return it to UNFPA Sri Lanka, by e-mail to lk-procurement@unfpa.org on or before the indicated deadline.
