Purpose of consultancy:

UNFPA country office in Sri Lank is seeking to hire a consultant to design and deliver a training on population projections methods for the Department of Census and Statistics and other stakeholders.

 

Background:

Population projections are important for national planning as it forecast demographic characteristics and supports in gauging future resource needs. In many countries national governments produce population projections for supporting planning. In Sri Lanka, Population projections have been produced by UNFPA and other institutions. Scholars from the Department of Demography, University of Colombo were engaged for producing population projections. Within the Government structure, the Department of Census and Statistics (DCS) is mandated to conduct national census and surveys and produces annual population estimates. At present, the DCS with the support of UNFPA and other UN agencies is preparing to conduct the Population and Housing Census in 2024.

 

UNFPA is committed to national capacities to produce demographic data and projections and intends to conduct training for DCS staff and other relevant stakeholders such as the Department of National Planning and the Department of Demography of the University of Colombo. The training is expected to provide participants (1) a comprehensive understanding of population projection techniques and methodologies, (2) hands-on experience in using demographic data, software tools and best practices for projections, and (3) a plan on the timing of the National/sub-national level population projections and how the organizations they represent will work together.

Scope of work:

The consultant will be responsible for the following:

  • Conduct desk research to understand the work that has been done on population projections in the country.
  • Conduct a needs assessment to understand the needs of the organizations and participants.
  • Develop a training curriculum that covers at a minimum population projection method, data sources, software tools, best practices, and visualization of projections.
  • Develop training materials including presentations, handouts, exercises, and participant book.
  • Deliver well structures and engaging face-to-face training.
  • Conduct pre- and post- training evaluation.
  • Prepare a final report with evaluation results, recommendations including next steps for production of population projections by participating organizations.
