The UNFPA 2023-2027 country programme will contribute to the equitable enjoyment of sexual and reproductive health and reproductive rights of all Sri Lankans particularly among girls, women and young people, The Fund works towards the achievement of the Sustainable Development Goals (SDGs) and the international Conference on Population and Development (ICPD) agenda through three transformative goals to 1. End unmet need for family planning 2. End preventable maternal deaths and 2, End sexual and gender-based violence and harmful practices. Within the classification of a middle income country UNFPA Country Office (CO) in Sri Lanka is engaged in policy advocacy and dialogue to further strengthen the rights of women and girls in the development and humanitarian settings.

 

 

Purpose of consultancy:

 

Sexual and Gender-based Violence (SGBV) is widely recognized as a major public health priority and grave violation of Human Rights, with serious consequences for the health and well-being of survivors, their children and families. Victims and survivors of SGBV need multidisciplinary support to ensure their needs are met. For this purpose, a network of stakeholders with a common goal must be established at the district and divisional levels among the different service providers to assure an institutionalized and coordinated response.

 

For this purpose, the consultancy is aimed at adapting the existing training module and facilitating and coordinating consultations and capacity programmes. The CO already has existing frameworks and modules, as such, the position is aimed at assisting the country office to support the delivery of the programme at the national and sub-national level for a multi-disciplinary response mechanism that is integrated and coordinated.

 

The consultancy will aim to increase the capacity of the local women's rights organizations and the government officials at the field level on better responding to SGBV taking into consideration resources such as the United Nations Joint Global Programme on Essential Services for Women and Girls Subject to Violence, which aims to provide greater access to a coordinated set of essential and quality multisectoral services for all women and girls who have experienced gender-based violence.

 

 

Scope of work:

 

  • Work closely and support the tasks of other team members working on the mapping of local Government service providers for SGBV at the district and divisional level in selected districts and divisions.
  • Oversee the mapping of women's rights organizations, CSOs & NGOs providing services and capacity building on SGBV together with service providers. Support and lead on the coordination and the convening of the district and divisional level stakeholder workshops to understand the gaps in services for multi-sectoral response.
  • Facilitate the development of the resource material for the trainings, pre and post assessments, training material etc.
  • Oversee the assessment reports on the gaps in services and service providers compiled by team members.
  • Oversee the adaptation of the protocols and SOP's for coordination/ referral framework at the district and divisional level.
  • Facilitate together with the other team members and Ministry of Women, Child Affairs and Social Empowerment the drafted pilot referral pathway.
  • Coordinate and facilitate district and divisional level TOT for key stakeholders together with other team members to build a pool of experts.
  • Formulation of the final report and any other tasks assigned by the supervisor.
