Individuals considered at higher risk of HIV infection also remain below 1%. The main mode of transmission of HIV is unprotected sex between men and women (78%), with men who have sex with men accounting for 16 % of the transmission.

The purpose of the assessment was to study the relevant documents to understand the current context of policies, guidelines, strategies and management of condom programming in order to synthesize all relevant evidences to develop a customized condom programming strategy to the country. It was also used to examine the use of information, education and communication skills by service providers and key partners on condom demonstration.
