The United Nations Population Fund (UNFPA) is the leading UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. UNFPA works in partnership with governments, civil society, and other key stakeholders to promote reproductive health, gender equality, and the rights and well-being of young people.

The UNFPA is implementing its 10th Country Programme of support to the Government of Sri Lanka, 2023 - 2027. A key priority in this programme is increasing the delivery of sexual reproductive health services to women and young people, people living with disabilities, ethnic minorities and other vulnerable groups and enabling healthcare workers to deliver quality and non-discriminatory family planning services in identified low-performing areas.

The Specialist post provides strategic leadership and advisory to ensure that the ICPD Programme of Action in gender equality and human rights is firmly placed within the local development agenda, including the achievement of the SDGs in Sri Lanka. S/he will provide policy guidance and engage in advocacy with the aim to strengthen UNFPA’s positioning as a lead UN system agency on matters of gender equality and women empowerment and its intersection to human rights in population and development strategies and sexual and reproductive health policies and programmes and their budget frameworks. The Specialist will also enhance the use of knowledge and empirical evidence for policy design and evaluation for gender and GBV programming. Responsibilities of the specialist include: influencing the substantive advocacy agenda in the area of gender equality and human rights and linkages with the SDGs; advising with internal and external stakeholders for priorities in this area; maintaining partnerships on substantive issues with relevant local institutions and actors; and, providing leadership and representation to ensure that technical and programmatic knowledge on gender equality and human rights, is available to inform implementation, advocacy and policy decisions.

In all activities, s/he fosters collaboration within all units ensuring the timeliness, adequacy, relevance and quality of substantive outputs in relation to GEWE and more specifically on achieving transformative results on Gender Based Violence.

The primary roles of the CO Gender/GBV Specialist are:

  • Strategic technical and policy support across in Gender and GBV and its intersection to PD and SRHR;
  • Local positioning, and advocacy, partnerships and resource mobilization;
  • Technical and programme representation; and,
  • Evidence and knowledge dissemination and use.

The Gender/GBV Specialist will be responsible for the following tasks:

  • Support the Gender team and other units in the delivery, management of the gender portfolio in order to meet objectives within budget and time frame.
  • Develop and implement effective strategies in coordination with UNFPA gender program team, and other units in advancing the transformative agenda on GEWE.
  • Provide programmatic and policy advice on the substantive areas of gender equality and human rights to the senior management, and to other units to support mobilization of political and financial support for UNFPA and the ICPD mandate.
  • Identify priority areas in the area of gender equality and human rights, to develop UNFPA strategic positions and related policies, advocacy and evidence-based arguments, in collaboration and coordination with other Units.
  • Support the CO’s advocacy efforts, including during key intergovernmental and UN inter-agency discussions and provide substantive input for mobilization of non-core resources on gender and human rights.
  • Work in collaboration with all units, on knowledge and evidence sharing across the organization and with local partners, on issues related to gender and human rights issues, including GBV and harmful practices, LNOB.
  • Ensure analysis and synthesis of trends and research findings, in the area of gender equality and human rights to inform development of cutting edge technical knowledge on GHRB;
  • Develop briefing and background materials on gender equality and human rights for senior management.
  • Lead the development and implementation of an integrated programme of support to deliver gender and human rights related outputs under the UNFPA Country Programme Document ensuring high level of quality policy advocacy, and innovative downstream capacity development support;
  • Analyzes and reports on programme progress in terms of achieving results; identifies constraints and resource deficiencies and recommends corrective action to implementing partners and UNFPA management.
  • Lead the development of proposals for mobilization of human, technical or financial resources from bi- and multilateral donors, non-government organizations, associations, foundations, and the private sector, to advance Gender Equality and Women's Empowerment.
  • Contribute to the development of new or updated policies, positioning, frameworks, guidance, standards, instruments and tools, to enable UNFPA to effectively address gender-based violence.
  • Carry out any other duties as may be required by the Representative of the CO and the senior management.
