Organizational Setting

The Consultant is based in the Sri Lanka Country Office (CO) and reports to the Additional Secretary - Development and Director Planning, Ministry of Women and Child Affairs with the overall supervision of  UNFPA National Programme and Policy Analyst - Gender and Women's Rights. 

Job Purpose

The UNFPA 2018-2021 country programme will contribute to the equitable enjoyment of sexual and reproductive health and reproductive rights of all Sri Lankans, particularly among women and young people, and to the achievement of the Sustainable Development Goals (SDGs) and the International Conference on Population and Development (ICPD) agenda. Within the classification of a middle-income country UNFPA CO in Sri Lanka is engaged in policy advocacy and dialogue backed by evidence.

Sri Lanka has several policies and action plans to address SGBV and SRHR, such as the National Maternal and Child Health Policy; Prevention of Domestic Violence Act; Policy on Anti-Trafficking and the Human Rights Commission Sri Lanka National Action Plan among others. Despite the actions plans and the legal and policy framework in place, the monitoring of progress and implementation needs to be strengthened. 

The project aims to provide technical assistance to the Ministry of Women and Child Affairs to monitor and evaluate action plans and policies in line with the CEDAW recommendations,SDGs, the UPR, HRCSL Action Plan and other binding conventions.
